The NYS Environmental Conservation Law prohibits heavy duty vehicles from idling for more than 5 minutes at a time.

The Idling regulation is found in Title 6 NYCRR 217-3. This Part applies to all on-road heavy duty vehicles propelled by diesel fueled and non-diesel fueled engines excluding marine vessels.

Heavy Duty Vehicle means a vehicle that has a GVWR exceeding 8,500 lbs and is designed primarily for transporting persons or properties. section 217-3.1.
